Why now

Leaving is about to get cheaper. Your contract may not notice.

Two EU regulations have turned an exit plan from a nice-to-have into leverage, and for financial entities into an obligation.

12 Jan 2027

Switching charges end

From this date, cloud providers can no longer charge you to switch to another provider or to your own servers, and that includes egress fees. Your contract already has to let you switch on two months' notice, whatever its term, but a fixed-term commitment can still carry a proportionate early termination penalty.

Regulation (EU) 2023/2854 (Data Act), Arts. 25 and 29

Art. 28(8)

DORA requires a way out

Financial entities need an exit strategy for every ICT service behind a critical or important function, and a documented, tested exit plan for each of those contracts.

Regulation (EU) 2022/2554; RTS (EU) 2024/1773, Art. 10

The big three are now "critical"

AWS, Microsoft and Google Cloud are on the EU's list of designated critical ICT third-party providers, under direct oversight. Supervisors will ask how you would leave them.

How it works

Start with your bill. Stop after any step.

Every step leaves you with something you own and can act on, including the skills that produced it, whether or not you hire us for the next one.

  1. 01

    Price your exit

A free AI skill reads your cloud bill in your own assistant and returns an indicative bare-metal plan: named servers, monthly euros and the saving after operations effort.

  2. 02

    Teardown

Two weeks. Your team runs our Teardown skills in your own assistant, against read-only exports you control, and we review every finding. You get a costed savings ledger, an exit route for every major workload, and the skills to run it again.

  3. 03

    Exit Plan

A DORA and Data Act exit plan generated from your live inventory and run again every quarter, so it never goes stale. We sign the review and run one exit test with your team. It is also the strongest document you can bring to a renewal.

    Fixed fee, then quarterly
  4. 04

    Move

Your team runs the migration with our skill packs: cloud to cloud, onto bare metal, or a hybrid. Infrastructure as code, staged cut-overs and a rollback at every step. Each step is rehearsed first and goes live only when your team passes its gate. We coach, and step in only where the people test says we must.

    Priced against verified savings

    Steady State

Optional. We keep your skills and our price catalogue current, plan capacity with your team, and stay on call as an escalation backstop. Your team runs the platform.

Our approach

Skills, not slideware. Your people, not ours.

Skills, not slideware

Every recommendation comes from a skill run on your own data, and you keep the skill.

Your people, not ours

Your team does the work, rehearses each step and goes live when it passes the gate, while we coach.

People only where there is no AI option

We send a person only when one of four published conditions applies, and only until it no longer does.

Where the money goes

Most of a large bill is rent on convenience.

Some of it is worth paying for. A Teardown separates what you would pay anywhere from the premium you pay for not having an alternative. Much of that premium pays for operations your team can learn to run. That is the part we teach.

Egress and cross-zone traffic
Data leaving the provider, and traffic between zones you never designed for.
Managed-service premiums
Managed databases, Kubernetes control planes and NAT gateways priced well above the hardware under them.
Idle and oversized compute
Steady workloads billed by the hour as if they might vanish tomorrow.
Storage and snapshot sprawl
Hot tiers holding cold data; backups of backups nobody restores.
Licensing on rented hardware
Windows and SQL Server charged per vCPU-hour on top of the instance.
Commitments that no longer fit
Reserved capacity, savings plans and enterprise agreements sized for last year's architecture.
How we charge

Paid from what you save.

Pricing your exit is free, and the skill is yours to keep. The Teardown is a fixed fee, quoted before we start. An Exit Plan is a fixed fee, then a quarterly subscription that regenerates the plan from your current inventory.

A Move is priced as a share of the savings it delivers in its first twelve months, measured on your own bills. If the bill does not drop, we do not earn.

Steady State is a monthly subscription that keeps your skills and our price catalogue current.

We don't sell days. When the people test says you need one of ours, the role is fixed-term and quoted before it starts.

We take no reseller margin and no referral fee from any provider. When staying put is cheaper, we will tell you.

Who we are

Engineers, not resellers.

Counterweight is led by a DevSecOps and cloud security architect who has built and secured platforms for government, aviation, utilities, banking and financial services. The engineers who build our skills are the ones who review your results and coach your team through the move.

We are based in Ireland and work across the EU and UK. Our skills run in your own assistant, so your billing data, state files and architecture stay in your estate; we see only what you share for review.

Don't sign your renewal before you've priced your exit.

Start with the bill you already have: an indicative estimate in minutes, free. Then a two-week Teardown, run by your team with our skills and reviewed by us, turns it into a costed plan you can take to procurement.
